Meet Our Board
Our board is an amazing group of veterans, caregivers, and civilians that meet monthly to plan events, brainstorm new programming, and share success stories of the veterans and caregivers we serve.
Board President – Mel Shane

Director – Valerie Mullikin

Director Valerie Mullikin had a vision to provide a resource network for caregivers, recognizing they are the means of attending to the needs of the whole veteran family. The wife and caregiver of her medically retired Navy veteran husband for 27 years, she has experienced a lapse in effective support resources for the family. We can always count on Valerie to keep us true to our mission “Connect, Empower and Transform,” and she is always coming up with innovative and creative ways to meet the needs to those we serve. Valerie has degrees in Social Work and Healthcare Management, and a Masters Degree in Public Administration in Nonprofit Management, which enable her to meet the mission of Operation Veteran and Caregiver Support and all those who seek our services.
Vice President – Kayleen West

Director of Development – Tamara Hegi

Diane Miller – Secretary

Diane Miller is a life-long resident of Piqua. She’s a single mom who raised two boys and now she’s helping her son raise his two daughters. She has been active in Boy Scouts of America, the Piqua Youth Soccer Association, the Piqua Lions, and CORSP. When she retired from her job of 31 years in January of 2021 she was able to devote more time to her passion of helping others. While not a veteran herself, she has been close friends with a military family for over 25 years, and it was that relationship that inspired her to come on the board with Operation Veteran and Caregiver Support. Diane’s expertise in the non-profit and community service sector has been invaluable to us as we continue to grow and reach more veterans.
Natasha Brown – Treasurer

Natasha Brown is a Piqua native and dedicated community leader committed to serving the place that shaped her. She and her husband, Sam, are raising three active children, grounded in the values of service, discipline, and gratitude. Natasha holds an Associate of Applied Business in Accounting, serves as an Accounting Generalist at the Miami County Board of Developmental Disabilities, and is pursuing her Bachelor of Science in Accounting. She brings precision, integrity, and strong financial stewardship to our organization, ensuring every dollar is managed with care and accountability.
As the granddaughter, daughter and sister of Army veterans, Natasha’s commitment to serving those who have served our country is deeply personal. Her disciplined approach, meticulous attention to detail, and unwavering dedication help safeguard our resources and strengthen our impact. Natasha doesn’t just manage the numbers — she protects the mission.
Tishaunda Rowland – Member at Large

Our newest board member is Tish Rowland. After helping at the 2024 PiquaFest Car Show, Tish decided to come on board officially. Tish has been married to Jeremy for over 15 years, and they have a 14 year old daughter and 5 fur babies. She is currently working as a customer service rep at a Lincare, a local DME company. Her family is everything to her, and that shows in her work with Operation Veteran and Caregiver Support. Whenever Tish is volunteering for an event, we know that her husband and daughter will be there too! Even though she is new to our board, she has made an impact in big ways. Her favorite event so far has been serving lunch during the veteran ceremony at the Miami County Fair. She loved seeing all the veterans and their families that day, making them smile and making sure they were fed. A crafter in her spare time, Tish leads all of our Craft Co-Op events.
Ed Siders – Member at Large
Ed brings a lifetime of service and leadership to the Operation Veteran & Caregiver Support Board of Directors. A proud U.S. Navy veteran and the father of a U.S. Marine, Ed has dedicated much of his life to serving both his country and his community.
For decades, he has volunteered as a Boy Scout troop leader, mentoring generations of young people and helping instill the values of leadership, responsibility, and service. His commitment to giving back reflects the same principles that guide Operation Veteran & Caregiver Support’s mission to connect, empower, and transform the lives of veterans and their families. Ed and his wife are the proud parents of two sons and grandparents to four grandsons. He is honored to continue serving those who have served through his role on the Board of Directors.
